No functional changes. Convert all C++ style comments to C comments.
Also capitalize and add full stops.
The comments themselves were not cleaned up. Some could be removed or
reworded.
This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/editors/space_outliner` module.
No functional changes.
In big files, the Outliner would have a noticeable lag when opening or
collapsing items. That was because the entire tree was rebuilt, which isn't
actually needed in most cases. So we avoid it where possible now.
Bug was actually in outliner code, paste operator would not generate any
undo step...
This was not correct ever, but with new undo code this has become a
critical issue, it cannot survive a situation where current main data
has been changed without a proper undo push.
This illustrates again how much of a catastrophic mess the 'tools'
callbacks of the outliner are currently, it has already caused us quiet
some pain in the past, and will keep doing so until this is fully
sanitized am afraid.
Would strongly suggest getting rid of thosw nasty mix of custom
callbacks requiring manual undo pushes, I do not see the added value of
this compared to regular menus calling regular operators. It only adds
confusion and extra code for nothing...
Overriding datablock should never have an editable name.
This also moves the check for linked/overridden datablocks above the
check for master-collection (otherwise a linked/overriden collection
could still be renamed)

A few outliner operators that modify selection were not tagging for a
selection sync which led to selection inconsistencies. This adds syncing
for the following operators:
* Duplicating and deleting collections
* Selecting/deselecting collection contents
* Drag and drop
* Object select, deselect, delete, and delete hierarchy
Note this only changes cases where the variable was declared inside
the for loop. To handle it outside as well is a different challenge.

Follow up of b2ee1770d4 and 10c2254d41, part of T74432.
Now the area and region naming conventions should be less confusing.
Mostly a careful batch rename but had to do few smaller fixes.
Also ran clang-format on affected files.
Mpving utils from idcode to idtype proved to be somewhat painful for
some reasons, but now all looks good.
Had to add a fake/empty shell for the special snowflake too,
`ID_LINK_PLACEHOLDER/INDEX_ID_NULL`...
The old convention was easy to confuse with ScrArea.

This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.
`invoke_props_dialog` and `invoke_popup` had a width and a height field. The height field was ignored as the height is determined based on the content. This change removes the field from the BPY + WM_api

Actually, to purge orphans datablock you need go to Outliner, enable Orphan mode and press Purge button (that sometimes is out of the view because the window is too narrow).
To have this option hidden make very difficult to users use and understand what means orphan data, so this patch just adds a new Clean Up menu to File menu with this option. This menu could be used in the future for more clean up options. To have a general Clean Up menu is common used in other softwares.

Since rB6bc6d016c5e7, outliner was not opening back up from the found
active element (but only its ID instead -- all occurances of this ID in
any collection).
Now expand from the active element as well (but only do this for the
first occurance of the corresponding ID)

The old layout of `PointerRNA` was confusing for historic reasons:

Throughout the code base `id.data` was replaced with `owner_id`.

Adjusts the scrolling of show active and scroll page operators
to use the `outliner_scroll_view` operator to ensure scrolling
does not leave the outliner bounds.
Also changes show active to expand subtrees containing all
instances of the active object, which may be linked to multiple
collections.
Previously with F2 mapped to the global rename active object
operator, it was not posible to use the conventional F2 to rename any
outliner element like collections or object data. This adds F2 to the
outliner keymap to call the outliner rename operator rather than the
popup rename object operator.
Adds a keyboard walk navigation and selection operator to the
outliner. Up and down arrow keys walk up and down the list of
elements, and left and right will open and close elements if
the elements are closed or opened respectively. Holding shift
while walking up and down the tree expands the selection.
Holding shift while clicking or pressing left and right arrows
will expand or collapse all children elements recursively.
Pressing enter to openclose the hovered element is removed.
Also allows click+drag for openclose of element subtrees.
This moves openclose toggling to the openclose operator to
remove duplicate code. The outliner tree building is tweaked
slightly to set the proper parents in scene display mode for walk
select to walk to parents without errors.
Allow selection of subtree elements on a collapsed element's
row. Because subtree elements are aggregated by type, a select on
an icon that represents multiple subtree elements will invoke a
popup menu to select the specific subtree element.
Also draws highlights on cursor hover over a row icon.
Any child elements that are linked to multiple collections will
only be listed in the popup one time, and selection from the
popup will select the first instance in the subtree.
Adds a toggle to the filter menu for outliner synced selection. Enabled
by default, this ensures selection is synced between objects, bones, and
sequences. An active outliner element theme color is added to indicate
which element is active.
Synced selection is controlled on the operator level. Each operator
that modifies selection for objects, bones, sequences, or outliner
elements needs to call the respective ED_outliner_select_sync_from..
function to tag outliners to be synced.
Syncing is done lazily on outliner draw.
This patch removes the hover highlight that can sometimes remain after moving out of the Outliner space

We are adding more granular control over restriction columns in the outliner,
exposing "indirect only" and "holdout" as options, and change the way
users enable/disable collections in a viewlayer.
We also rename the object viewport restriction to hide instance.

* Ctr + click isolates the collection.
It turns all its parents and children "visible", and all the other
collections "invisible".
If ALL the collections were already properly set, we re-set the
collections to their default value.

* Shift + click: Set/unset inside collections and objects.
We only set objects values as well when we are in View Layer mode and
(obviously) when the objects have a matching property.
Icons
=====
Little reminder that we will need better icons for holdout, indirect only, and
probably instanced (nothing wrong with the current, but it differs from
the proposal when it is turned off).
Also, we need to decide where do we want the modifier/bones/... icons to
be (in which column) and ideally make sure their icons match the ones we
use for collections/objects.
At the moment those are using the screen icon, which is not being used
by collections.
