Channel selection in graph editor was broken by rB3c5620aabd33 because
the selection took into account grease pencil channels. Such channels
are now removed from selection in containers that does not use them (NLA
and Graph Editor).
Grouping was broken from a similar issue. The grouping operation now
completely filters out grease pencil channels since the operator is only
defined for f-curve channels.

Grease Pencil animation channels are now also shown in the Dopesheet
mode of the Dopesheet editor and in the Timeline.
Grease pencil related events are now listened not only by container
`SACTCONT_GPENCIL` (Grease Pencil Dopesheet), but also
`SACTCONT_DOPESHEET` (main Dopesheet), and `SACTCONT_TIMELINE`
(timeline).
A new Animation Filter flag was added: `ANIMFILTER_FCURVESONLY`. For now
this only filters out Grease Pencil Layer channels.
**Implemented:**
- Preview range set: now only considers selected Grease Pencil keyframes
when `onlySel` parameter is true. Not only this allows the operator to
work with grease pencil keyframes in main dopesheet, but it also fixes
the operator in the Grease Pencil dopesheet.
- Translation: allocation (and freeing) of specific memory for
translation of Grease Pencil keyframes.
- Copy/Paste: call to both Fcurve and GPencil operators, to allow for
mixed selection. Errors are only reported when both the FCurve and
GPencil functions fail to paste anything.
- Keyframe Type change and Insert Keyframe: removed some code here to
unify Grease Pencil dopesheet and main dopesheet code.
- Jump, Snap, Mirror, Select all/box/lasso/circle, Select left/right,
Clickselect: account for Grease Pencil channels within the channels
loop, no need for `ANIMFILTER_FCURVESONLY` there.
**Not Implemented:**
- Graph-related operators. The filter `ANIMFILTER_FCURVESONLY` is
naively added to all graph-related operators, meaning more-or-less all
operators that used `ANIMFILTER_CURVE_VISIBLE`.
- Select linked: is for F-curves channel only
- Select more/less: not yet implemented for grease pencil layers.
- Clean Keys, Sample, Extrapolation, Interpolation, Easing, and Handle
type change: work on Fcurve-channels only, so the
`ANIMFILTER_FCURVESONLY` filter is activated
Graying out these operators (when no fcurve keyframe is selected) can be
done with custom poll functions BUT may affect performance. This is NOT
done in this patch.
**Dopesheet Summary Selection:**
The main summary of the dopesheet now also takes into account Grease
Pencil keyframes, using some nasty copy/pasting of code, as explained
[on devtalk](https://devtalk.blender.org/t/gpencil-layers-integration-in-main-dopesheet-selection-issue/24527).
It works, but may be improved, providing some deeper changes.

- The NLA sidebar didn't refresh with the creation of a new action.

Avoid blocking the UI when searching for animation channels with Ctrl+F.
Instead of showing a single text input in a blocking popup, Ctrl+F now
just focuses the search box above the channel list. It feels nicer to
use and has the niceties that come from using that textbox, like
searching per keystroke, compared to the old pop-up method.
As the behaviour of the operator has changed considerably, this also
changes the operator name from `anim.channels_find` to
`anim.channels_select_filter` and updates the keymaps.

Correctly reset `prev` and `next` pointers of action group FCurves when
separating them into distinct `ListBase`s per `bActionGroup`.
These `NULL` pointers are necessary to temporarily demarcate the start &
end of the `bActionGroup::channels` list. Having them still point to
other FCurves caused ordering issues when moving curves towards the
start/end of a group.
This commit corrects the above issue and adds versioning code to rectify
any ordering issues that may have been caused. For this purpose the
`BKE_action_groups_reconstruct()` function is rewritten to avoid relying
on the `bAction::curves` list order or `prev` link integrity.

Check for selection status beforec learing the "active" flag from an
FCurve. This allows the "Select All Curves" operator to retain what is
seen as the active curve.
Outliner display under 'Animation' > 'NLA Tracks' was not updating in
the following cases:
- adding strips
- removing strips
- duplicating strips (possibly to different track)
- swapping strips
- reordering tracks
- changing strip order by translating
- translating strips between tracks
- renaming tracks
In the case of deleting strips/tracks, this was also resulting in a use-
after-free error in Outliner drawing code (this was reported specifically
in T84586).
Most of these operators already sent a ND_NLA|NA_EDITED notifier, but the
Outliner is not listening to these. Listening to NA_EDITED is also not
what we want since this also happens a lot in cases irrelevant to the
Outliner. Now be a bit more specific and send ND_NLA|NA_ADDED / ND_NLA|
NA_REMOVED or a new ND_NLA_ORDER (to distinguish from NA_EDITED
'only' - where a redraw is not neccessary) and listen to these from the
Outliner.
(note: places that were listening to ND_NLA|NA_EDITED before are also
listening to NA_ADDED or NA_REMOVED, so changing NA_EDITED should not be
a problem here)
(note 2: for cases like swapping tracks/strips order, NA_ADDED or
NA_REMOVED does not make sense, neither can we use NA_EDITED [since we
dont want to listen to this], so in this case an additional ND_NLA_ORDER
is now sent)
(note 3: in nla transform code, this is now always sent on confirm. There
are cases were the notifier would not be needed, but checking exactly all
cases were it actually would be needed seems overkill [history of D10073
has example code to check if strips moved between tracks])

Also makes NLA tracks and strips overridable.
User can either edit existing strips in existing NLA tracks (but not add or remove them), and/or add new NLA tracks after those comming from the linked data.
Most of the work was as usual checking operators and adding protections against illegal operations in override context.
Note that since we can only rely on indices to deal with local added tracks, we forbid any local track being before any linked/original track.

Fix various problems in the Action Group rearranging code. All fixes are
necessary to resolve the bug.
- Before groups are rearranged, the channels are moved into their
respective groups (so no longer referenced by `action->channels`). A
temporary group is made for ungrouped channels. The code made
assumptions about the channels being in the same order as the groups;
that assumption has been removed.
- Looping over channels in an Action Group should stop when reaching the
last channel, and not until `NULL`.
- After all the reshuffling is done, the `action->channels` linked list
wasn't terminated properly. Now `first.prev` and `last.next` are set
to `NULL` to avoid infinite loops.
So a keyframed e.g. location slider would stay yellow/green even if its
corresponding channel was removed.
Needs a appropriate notifier so the listeners (e.g.
buttons_area_listener, view3d_buttons_region_listener) would cause a
redraw.

Split up `ANIM_deselect_anim_channels()` into
`ANIM_anim_channels_select_set()` and
`ANIM_anim_channels_select_toggle()`.
`ANIM_anim_channels_select_set()` is equivalent to the old
`ANIM_deselect_anim_channels(..., false, ACHANNEL_SETFLAG_xxx)`.
`ANIM_anim_channels_select_toggle()` is equivalent to the old
`ANIM_deselect_anim_channels(..., true, ACHANNEL_SETFLAG_ADD)`.
`ANIM_deselect_anim_channels(..., true, ACHANNEL_SETFLAG_CLEAR)` was

was intended, but the `ACHANNEL_SETFLAG_CLEAR` argument prevented any
toggling. This is now replaced with `ANIM_anim_channels_select_set(ac,
