Semantically it is more correct as the cache does not modify the ID.
There is need to do couple of const casts since the BKE (which is in C)
does not easily allow to iterate into f-curves of const ID.
Should be no functional changes.
Use a shorter/simpler license convention, stops the header taking so
much space.

This relation is intended to ensure that the properties of the IK
constraint are ready by the time the IK solver tree is built. This
however can cause spurious dependency cycles, because there is only
one init tree node for the whole armature, and the relation actually
implies dependency on all properties of the bone.
This patch reduces spurious dependencies by only creating the relation
if any properties of the IK constraint specifically are animated.

This removes a lot of unnecessary code that is generated by
the compiler automatically.
In very few cases, a defaulted destructor in a .cc file is
still necessary, because of forward declarations in the header.
I removed some defaulted virtual destructors, because they are not
necessary, when the parent class has a virtual destructor already.
Defaulted constructors are only necessary when there is another
constructor, but the class should still be default constructible.

This updates the usage of integer types in code I wrote according to our new style guides.
Major changes:
* Use signed instead of unsigned integers in many places.
* C++ containers in blenlib use `int64_t` for size and indices now (instead of `uint`).
* Hash values for C++ containers are 64 bit wide now (instead of 32 bit).
I do hope that I broke no builds, but it is quite likely that some compiler reports
slightly different errors. Please let me know when there are any errors. If the fix
is small, feel free to commit it yourself.
I compiled successfully on linux with gcc and on windows.
We decided to use our own map data structure in general for better
readability and performance.

Allows to speed up lookups like "is property FOO of data BAR animated".
Can be used to optimize object's visibility check, but also allows to
check animation on bones without too much of time penalty.
The cache is shared between both nodes and relations builder.
Currently is not used, just a boilerplate for an upcoming changes in
an actual logic.
