- Use 2D cursor in the preview space using shortcuts
matching the UV editor and 3D view.

Labels in headers reserved space for an icon even when no icon was used.
This is caused by the shared function ui_text_icon_width adding 1.5x
a buttons X-units width the the width of the string.
Menu buttons detected this and subtracted the extra padding.
Instead of adding the same workaround for labels,
add ui_text_icon_width_ex that takes a padding argument.
Add presets for 'default', 'compact' and 'none' to avoid duplicating
padding values.
This allows removal of hard-coded label scaling for the add-object tool.

But in the context of using vertexgroups in modifiers/modeling, a choice
on how the gradient falloff of the Weightpaint Gradient tool is shaped
would be desirable:

The way the Weightpaint gradient tool works is a bit outside the usual
tools that use brushes [even though it creates a brush on the fly in
`WPGradient_userData`].
However, it does not have an entry in `eBrushWeightPaintTool` and adding
one there does not play nice for the same reasons (not "really" being
integrated in the brush-based tools).
So in order to expose the brush curve in the UI, we would have to do one
of the following:
- [1] try to use `VIEW3D_PT_tools_brush_falloff`, for this to work:
-- make all kinds of exception in python super classes [`FalloffPanel`,
`BrushPanel`, `UnifiedPaintPanel`, ... -- including making real entries
in `eBrushWeightPaintTool`] to get a proper tool mode and...
-- .. to also make sure Falloff Shape and Front-Face Falloff are not
available [which the tool seems to just not support in its current form]
- [2] just have a simple, contained panel for this tool alone
This patch implements [2] and adds it as part of the ToolDef (could also
be done in `VIEW3D_HT_tool_header`, but again, I think this is nice to
keep separate from the usual tools)

Expose a key-map preference "Fallback Tool (RMB)",
disabled by default.
The right mouse button uses the fallback tool
(currently visible selection tool in the toolbar),
instead of always tweaking.
When any selection tool is active, right mouse always tweaks.
To enable fallback selection on RMB, set the "Right Mouse Select Action"
to "Selection Tool".
Internal changes:
- Add fall-back key-maps, separate key-maps needed for when the tool is
run as a fall-back. This is needed so RMB-select can support fall-back
tools, so left-mouse can be used when it's the active tool and RMB
can be used as a fall-back action when another tool is active.
- Add options field to tools so tools without gizmos can enable the
full-back tool keymap.
- Support multiple key-maps for keymap handlers.
- Fall-back keymaps now co-exist with the tool-keymaps.
So both keymaps may be active at once - using different mouse buttons.
When gizmos are in use, a highlighted gizmo prioritizes the
tool-keymap over the fall-back keymap.

The inset tool requires moving the cursor towards the center of the
selection, making it nearly impossible to use the inset tool
when the view was aligned with the vertical handle.
Use custom settings for VIEW3D_GGT_tool_generic_handle_free
to make it draw hollow, as large as the scale tool.
Resolves T87991.
Previously, this option was not exposed in the UI, only for the clip editor.
There were also multiple rna properties that did the same thing for each of the 2D editors.
There was also an issue where the property enum items were the same as the 3d view which didnt make much sense.

Following with the changes included to interpolate strokes of different number of points, a full review has been done in the interpolation tools.
* Interpolate now is a tool and not an operator. It was not logic to have this tool as a button.
* Interpolate tool parameters have been moved to topbar.
* Interpolate popover has been removed from topbar and interpolate `Sequence` operator has been moved to grease pencil menu.
* Interpolate Sequence now include a Redo panel.
* Interpolate tool now allows to select the strokes by pairs. This allows to interpolate any stroke with any stroke and not as before that it was only possible by drawing order. If no stroke is selected, the interpolation is done as before.
* Now is possible interpolate again if a previous keyframe exist. Before, it was impossible to interpolate two times in same frame and this made impossible to do the interpolation by groups of frames.
* New automatic option to `Flip strokes` if the stroke and end are not in the right position. Also the flip can be set manually for corner cases.
* Cleanup of menus related to interpolate.
* Fixed some bugs and removed parameters from scene because now all are tool or operator contained.
* Some code cleanup and function renames.
This commit also includes the some codebase to future implementation of the concept `Vertex Active` that now does not exist in grease pencil.
Texture paint tools were using DEFAULT cursor instead of PAINT_CROSS cursor as vertex paint, weight paint and sculpt modes.

This adds a "Snap to" option that allows using all the scenes snap
settings which includes incremental & absolute grid snapping options.

This adds a tool property for sculpt line gesture tools (line and
project) to limits its effect to the segment of the gesture instead of
using the infinite line to bisect the mesh in two parts.
To achieve that, the line gesture now has two extra side planes that can
be enabled/disabled for getting the nodes from the PBVH and to test the
vertices.

The new parameter allows to define if after cutting the stroke the cap of the cut side will be set as flat.
Before, the cap shape of the cut side always was equal to the original stroke, and in some situations, the rounded cap was visible.
Note: If the angle of the join is very extreme, it's still possible to view some sections of the cut stroke.,
All tools planned for 2.91 now have icons, so this option can be
removed.

When using the sculpt filters, global automasking settings that affect
all brushes were ignored because the automasking system was not
implemented for filters, making filters and brushes react differently
to the global sculpt settings which creates confusion.
This makes all filter tools (mesh, cloth, color) use the same general
automasking settings and features as the brush tools. Filters will now
use the settings in the options panel to limit their effect.
This also removes the "use Face Sets" option from the Mesh filter code,
as it was duplicated from the automasking code just to have that
funcitonality. This is now handled by the regular automasking system.
The "Use Face Sets" option is still available in the cloth filter as that
option limits the action of the forces, not the displacement.
After this, it is possible to initialize the automasking system
independently from the StrokeCache and Brush settings, so it can also be
added to more tools and features in the future.

This adds an operator property to use the paint cursor radius and
position for the depth of the trimming shape created by the trimming
tools.
When enabled, the shape is located in the surface point when the gesture
started and it will have the depth of the cursor radius. When the cursor
is not over the mesh, the shape will be positioned at the center of the
depth of the whole object from the viewport camera.

This enables a union boolean mode for the trimming gestures tools which
adds geometry to the mesh instead of cutting it.
It also adds a Join mode, which adds the geometry directly without
using a boolean operation.
Depending if you plan to use dyntopo or not, it is useful to have both
options available.
This is using the full depth of the object from the camera view for the
depth of the geometry, but options for controlling the trimming depth in
all modes are going to be added in later patches

This tool projects all vertices to the right of the plane defined by the
line gesture towards the plane. By doing this, this tool can create cuts
and plane surfaces in the mesh without modifying the geometry or using
boolean operations, so it is much faster than bisecting the mesh for
cases where the geometry was going to be remeshed afterwards.
Added as experimental as it does not have icon.

This adds support for line gesture to SculptGestureContext and
implements a Mask Line tool, which affects everything to the right of a plane
defined by the straightline gesture.
For this to work, a new WM_gesture_straightline_oneshot_modal is needed
which only runs exec when the gesture is over.

This removes from the UI all tools with missing icons and hides them
under a "Tools with missing icons" experimental option.
We agree on not making available by default tools in master without icons.
Having this experimental flag will allow to commit new tools as soon as the
technical design and implementation is finished so development can
continue, without adding broken icons to the UI.

This implements Box Trim as a boolean based trimming too gesture in sculpt
mode. This is the intended way to remove parts of the sculpt instead of
using box mask and mask slice. It also creates new face sets for the new
faces created after the boolean operation.

This adds the orientation modes to the Cloth Filter.
Similar to the mesh filter, they set the orientation of the axis when
limiting the forces.
When using the gravity mesh filter, the orientation also sets the gravity
direction. In world orientation, cloth will always fall towards the
ground plane. In view mode, cloth will always fall down relative to the
view.
