Remove `exec()` and `eval()` calls from `WM_OT_properties_edit` where
possible. This not only results in simpler, cleaner code, but also
removes the necessity for `repr(value)` to evaluate to a Python
expression that in turn evaluates to `value` again.
No functional changes.

One should be able to edit overridable IDProps values, but never their
settings/definitions.
Note that being able to add new IDProps to overrides is still a TODO.

The panel looks out of place with the rest of Blender's UI and the
text is cropped. With property split turned on and a few smaller
tweaks these issues are fixed.

The file subversion is no longer used in the Python API or user interface,
and is now internal to Blender.
User interface, Python API and file I/O metadata now use more consistent
formatting for version numbers. Official releases use "2.83.0", "2.83.1",
and releases under development use "2.90.0 Alpha", "2.90.0 Beta".
Some Python add-ons may need to lower the Blender version in bl_info to
(2, 83, 0) or (2, 90, 0) if they used a subversion number higher than 0.

There are cases when a user can accidentally assign an operator to toggle an
invalid property to e.g. left click, which shows Python errors to the users.
Rather than throw an error and e.g. break 3D viewport selection for the user,
just print an error to the console.
The root cause of such bugs should be fixed as well, but a working Blender
is most important here.
This defaults to selection when not using a gizmo.
The previous behavior to drag anywhere can be set in the tool settings
or by selecting the fallback tool (Alt-W).

Implement T66304 as an experimental option,
available under the preferences "Experimental" section.
- When enabled most tools in the 3D view have a gizmo.
- Dragging outside the gizmo uses the 'fallback' tool.
- The fallback tool can be changed or disabled in the tool options
or from a pie menu (Alt-W).
Optionally use regular expressions for the destination name,
allows re-ordering words while renaming.

To fully support storing colors as a custom property, it is necessary
to allow switching the property UI to the standard color picker button.
That means in effect supporting custom property subtype values.
Change RNA_property_subtype to look for a 'subtype' string field
in _RNA_UI and parse it as an enum value. To minimize performance
impact, only do it if the property is an array; also, don't use
the custom subtype during RNA path parsing.
On the python side, allow setting some most useful seeming values
from the custom property settings editor.
Also, since some color picker code seems to run into a risk of
buffer overruns if the array size is wrong, check the size in
the UI layout code to be safe.
