Before this the timer API was relying on using a callback API to do
initialization when new file is loaded. This isn't how rest of Blender
works and it gets in a way because callbacks API is to be move to the
BKE level.
Use explicit call to timer API from where the file is loaded.
This actually makes more sense than removing them in the
load-post callback. During load, the file might register
timers that would be removed immediately.
BF-admins agree to remove header information that isn't useful,
to reduce noise.
- BEGIN/END license blocks
Developers should add non license comments as separate comment blocks.
No need for separator text.

This is often invalid, outdated or misleading
especially when splitting files.
It's more useful to git-blame to find out who has developed the code.
