This addresses warnings from Clang-Tidy's `readability-else-after-return`
rule in the `source/blender/editors/space_text` module.
No functional changes.
Follow up of b2ee1770d4 and 10c2254d41, part of T74432.
Now the area and region naming conventions should be less confusing.
Mostly a careful batch rename but had to do few smaller fixes.
Also ran clang-format on affected files.
The old convention was easy to confuse with ScrArea.

This is mostly a batch rename with some manual fixing. Only single word
variable names are changed, no prefixed/suffixed names.
Brecht van Lommel and Campbell Barton both gave me a green light for
this convention change.
Also ran clan clang format on affected files.
Add smooth scrolling support for vertical scrolling.
This is only active while scrolling so we don't need to support
pixel-level offsets for operators, interactions.
Various small changes to Text Editor, mostly to do with scaling, alignment, and theme support.

The most common use of the text editor seems to be for scripting. Having
line numbers and syntax highlighting enabled by default seems sensible.
Syntax highlighting is now enabled by default, but is automatically
disabled when the datablock has a non-highlighted extension.
Highlighting is enabled for filenames like:
- Text
- Text.001
- somefile.py
and is automatically disabled when the datablock has an extension for
which Blender has no syntax highlighter registered.

BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

It's more useful to git-blame to find out who has developed the code.

This translates the gl calls to the new GPU_ wrappers from D3501.
Given it's tedious and repetitive work, this patch does as much as it can with search + replace, the remainder of the gl calls will need to be manually dealt with on a case by case basis.
This fixes 13 of the 28 failing editors when building without opengl.

Goal is to make them more modular, to allow more variants (variable
single-color, thickness, ...) to be added without having to
copy-and-change-one-line of whole chain of shaders.
Using geometry shader allows us to get rid of the 'line origin' extra
vertex attribute, which means dashed shader no longer requires fiddling
with those vertex attributes definition, and, most importantly, does not
require anymore special drawing code!
As you can see, this makes code much simpler, and much less verbose,
especially in complex cases.
In addition, changed how dashes are handled, to have two 'modes', a
simple one with single color (using default "color" uniform name), and a
more advanced one allowing more complex and multi-color patterns.
Note that since GLSL 1.2 does not support geometry shaders, a hack was
added for now (which gives solid lines, but at least does not make
Blender crash).
Each function takes a bool (filled vs outline) and a color. We already had multiple ways of passing color in; these are still here. Special variant for anti-aliasing.
