The `MAX_LIBARRAY` define was an annoying doublon to the `INDEX_ID_MAX` enum value
now defined in `DNA_ID.h`, and it is no more useful.
And comments were somewhat outdated. Also added an explanation about
chosen order for the `INDEX_ID_<IDTYPE>` order.
Even though we do not have much of those, this might change in the
future, and in any case having specific functions for this ID type in
generic `BKE_lib` area was really confusing.
BF-admins agree to remove header information that isn't useful,
to reduce noise.

Developers should add non license comments as separate comment blocks.
No need for separator text.

This is often invalid, outdated or misleading
especially when splitting files.
It's more useful to git-blame to find out who has developed the code.

This commit adds another optional check (when `--debug-io` is set) on
write .blend process, to check and ensure all shape keys have their
'from' pointer properly set to their respective user ID.
This is intended to be used as debuging tool mostly (to try to detect
when/why some of those pointers can become NULL).
For now, it also systematically perform same checks/fixes when loading a
.blend file, to fix all broken ones laying around. Later we might move
that usage to a do_version instead, but for now think it's safer to
always perfom it (and it's rather cheap process anyway).
Does not make sense to keep that with BLO_writefile.h, this can also be
used by read code, and some other parts of Blender (like ed_undo.c
currently)...
Readcode always set relative paths of indirectly linked libs relative to
*current* .blend file, not to the library using it.
But BKE_library_filepath_set was then setting them relative to their
parent library, breaking checking code (and saved files even :((( ).
It is hidden behind the --debug-io flag for now.
Idea is to try to catch broken libraries state in current Main before we
actually write the file on disk, should help catching and understanding
what happens in Spring corruption cases.
