Remove workspace object mode, reverts changes w/ 2.8

This caused too many problems syncing object modes
with multiple objects/windows/workspaces, see: D3130 for details.

Face Maps: custom-data, UI and RNA API

Add face maps, needed for face-map widgets,
only data structure, widgets will be separate commit.
This comes from 'custom-manipulator' branch with only minor changes.
