This patch is the result of the GSoC 2020 "Editing Grease Pencil Strokes
Using Curves" project. It adds a submode to greasepencil edit mode that
allows for the transformation of greasepencil strokes using bezier
curves. More information about the project can be found

This is essentially adding that new callback, and using it only for already
existing Scene's 3DCursor.
Note that the place where this is called has been moved again, after all
have been lib-linked, such that those callbacks may also work on ID pointers.

The solo mode was skipping the layer creation data and the loop of masks expect to have all layers in the array or the loop crash.
The solution is just create the layer array data for the layer, but don't draw any stroke.
Those were only shallow wrappers around `BKE_id_copy`, barely used (even
fully unused in some cases), and we want to get rid of those ID-specific
helpers for the common ID management tasks. Also prevents weird custom
behaviors (like `BKE_object_copy`, who was the only basic ID copy
function to reset user count of the new copy to zero).

During the refactor, this feature was removed by error.
When this option is enabled, only the frames with a keyframe are displayed in Draw mode. This is used when fill an animation to paint only in the frames with real drawing.
This patch adds a new operator to convert a black and white image into
grease pencil strokes.
If the image is not B/W, an internal conversion is done.
This is the first operator using Potrace, but we expect to add more features in next Blender versions.

- The first palette would always be used,
even when the named palette searched for was found.
Also pass 'const' string to `hex_to_rgb`, avoid casting to 'non-const'.
This is part of T76372.
It adds the `blend_write`, `blend_read_data`, `blend_read_lib`
and `blend_read_expand` which correspond to the various
steps when reading and writing .blend files.
Having these callbacks allows us to decentralize the blenloader
code a lot more. This has the affect that code related to any
specific ID type is less scattered.

Now by default the selection mode is All keyframes types.
Also removed the icon for All option and renamed from `All Types`to `All`.

The reason was the datablock is changed but it was not tagged for depsgraph refresh.
In some cases it could be possible to tag several times the same datablock, but as this is not the case all the times and the number of tags is always very small, it doesn't worth a complex code to keep a memory list of the datablocks to tag.
Previously, the first frame was displayed from frame 0, but now, the first frame is only displayed when the current frame is equal or greater than the keyframe number.
The previous system was logical when the grease pencil was not an object, but now it seems more logical to display the keyframe if the current frame is equal to or greater than the keyframe number.

If a layer is used for masking, it cannot be filtered by viewlayer because the masked layer needs to have the mask layers in the draw pipeline.
This check is only done in final render.
When removing a vertex group from a Grease Pencil object, if the vertex group is not the last one that was added, the information for the remaining groups weights gets mixed up.

As the brushes were not created, all modes except Edit were broken.
Now, the brushes and palette are not created when load the file in versioning code, but when the mode is enabled.
Also, if the brush already exist, the parameters are not reset as it was done in the versioning code in order to keep user settings.
The same logic is used for the default palette.
When use the subdivide modifier the number of points was not correct and can produce segment faults.
Also, the points were selected by default and this was wrong.
Note this only changes cases where the variable was declared inside
the for loop. To handle it outside as well is a different challenge.

The parenting was using the old logic, but with new engine the draw is done using eval data.
Fixed the depsgraph relationship missing with bones to get an update when the bone is transformed.
Also fixed Snap cursor to Selected
`ANIM_animdata_update()` did not sort grease pencil frames. A
pre-existing comment stated this wouldn't be necessary as
`posttrans_gpd_clean()` already does this. However, this is only
applicable when the change is performed via the transform system. The
mirror operator doesn't call `posttrans_gpd_clean()`, invalidating the
assumption in the comment.
I moved the sorting code into `BKE_gpencil_layer_frames_sort()`, which
is now called from both `ANIM_animdata_update()` and
`posttrans_gpd_clean()`.
This has been long standing TODO...
Note that remaining usages of BKE_xxx_delete should all be carefully
checked for and utilmately nuked in favor of `BKE_id_delete()`, think we
still have quiet a few bugs hidden in those (code seems to usually
assume those functions do a full ID deletion, which is not the case).
This commit is a full refactor of the grease pencil modules including Draw Engine, Modifiers, VFX, depsgraph update, improvements in operators and conversion of Sculpt and Weight paint tools to real brushes.
Also, a huge code cleanup has been done at all levels.
