Campbell Barton b01392e9ac Tools: disable fallback drag action for transform ...

Based on animator feedback, accidentally not clicking on the manipulator
handle had unpredictable behavior.

This functionality will be moved into the manipulator and made optional
(add an invisible fallback manipulator).
