Run Pip via {sys.executable} -m pip

This solves the same problem as c457767edf814f92e1da8cb9d08fa52404ea074c,
but in a way that's actually [recommended](https://pip.pypa.io/en/latest/user_guide/#using-pip-from-your-program).
