Convert projects to EditEngine

Summary: Ref T10010. This is pretty straightforward with a couple of very minor new behaviors, like the icon selector edit field.

Test Plan:
  - Created projects.
  - Edited projects.
  - Saw "Create Project" in quick create menu.
