Set viewer for all handles loaded in controllers

Summary:
I've replaced all `id(new PhabricatorObjectHandleData(...))->loadHandles()` by `$this->loadViewerHandles(...)`.
Lint caught one usage in a static method.

Test Plan: Displayed revision with sporadic author.
