Short description of error
When i enabled cell fracture add-ons, in object mode, i can't see Cell Fracture in Quick Effect, i think maybe some bug with Preferences

Exact steps for others to reproduce the error
Enabled this add-ons and nothing happen

Hi, thanks for the report. Cell fracture is present in quick effect popover.
Could you load factory settings? Then see if operator is present in Quick effect popover after enabling the add-on
