Short description of error
If enable Copy Render Settings addon will cause a consistent CPU load at about 0.1-0.6% on idle, and viewport get laggy and drop frame every 1 second, in normal situation if do nothing after startup, let blender idle, CPU load will stay 0%.

everything default, just enable Copy Render Settings addon
