As of my knwoledge the testing category was removed a while back; so it's not a bug.

You can still install addons, by changing TESTING to COMMUNITY in the source code, as shown here: https://www.reddit.com/r/blenderhelp/comments/12zi2h6/testing_category_missing_from_addons_panel/
