System Information
Operating system: Linux Ubuntu 2024
Graphics card: NVidia GForce GTX 1050

Blender Version
Broken: (example: 4.20, edbf15d3c044, master, 2018-11-28, as found on the splash screen)

Short description of error
cant copy character bone pose during animation. Clicking Ctrl+C I received an error VIEW3D_MT_posecopypopup menu not found.

Exact steps for others to reproduce the error
Just select a bone in pose mode and try to copy pose information pressing Ctrl+C
