User Preferences crashes on CTRL-ALT-U or File>User Preferences. Able to reach User Preferences only by selecting User Preferences in the Window Type Menu in the header below the main editing window.

That is a known issue on old Intel GPUs, which come with broken drivers. Nothing we can fix on the Blender side unfortunately.
