If the LuxRender addon is enabled, then even if it is not the active render engine, the Texture Influence panel does not appear.
With Blender Internal enabled, apparently there is something about the luxrender (import or register ???) that prevents the texture influence panel from showing.
I almost reported this as a bug in blender but since I've narrowed it down to an addon, I thought I'd report it here so that if others search bugs here with 'texture influence panel', they will at least know it may not be blender's fault.
This has also been submitted to the luxrender bug tracker :

Hi, this should be already fixed in Luxblend, was the same problem with Cycles material panel.
Is your Luxblend up to date?
You can update Luxblend in User Preferences > Addons.
Please check

So far it sounds a bug is on Lux side and since we don't develop Lux we can't fix. Please go via Lux bug tracker first :)
P.S. If Lux developers will consider it's a Blender bug we'll be happy to investigate, but then we'll need some more tech details from their side :)
