Short description of error
When adding a texture to a particle system through Python, the influence settings don't work at all. Time seems to be the only one that affects the particles.
Exact steps for others to reproduce the error
particles_python_bugtest.blend
For the expected behaviour add a new texture in another slot and check the influence settings.

Thanks for the report, but current particle system is reaching it's end-of-life and we only fixing regression in the current design. Surely there are lots of possible fixes and improvements possible in this area, but the existing design is very fragile and will be fully redesigned for 2.8 project.
