Unable to repro.

Please install blender directly (blender.app) to your /Applications folder and try out again.
This might be because of macOS Sierra quarantine system.

another is to type in your terminal:

# sudo xattr -r -d com.apple.quarantine /path/to/your/blender.app

I have uninstalled it, deleted all the preference files and reinstalled it again and it is enabled now.

I could not complete this procedure so I just cleared it off the machine, reinstalled it and it is fine now.
