I have problem with situation where Blender is often updated (as 2.80 beta) and downloading this, but updated don't have addons (of course) that I organized by myself. Soo.. I must copy folders.
I want prepare shortcut for Blende.exe where I have downloaded addons to ommit copy process, etc, eg. like this:
Blende.exe --external_addons e:/external_addons/
Blende.exe if I want pure Blender withoud addons

This is a feature request. We don't track feature requests in the bug tracker. You could start a new thread on http://www.devtalk.blender.org about it.
However I'm not sure how useful this is. Even though Blender is updated often, the addons directory should stay the same. I don't understand why you have to copy the addons every time (you could also use symlinks btw).
You are right probably about usfeul symlinks.
Why not implement some autoupdate/download new or old versions and more friendly procedure to ommit .zip files etc.?
