Short description of error

Generate rig with rigify rigs is creating a broken hierarchy and layer system

Exact steps for others to reproduce the error

enable Rigify
create a human metarig
in the armature tab press generate rig
check outliner compared to 2.80

I don’t know what precisely changed in the way Blender handles visibility when objects are children of an object in a hidden collection, but this ought to fix it. Widgets need to belong to the Widgets collection.

I don’t know what precisely changed in the way Blender handles visibility when objects are children of an object in a hidden collection, but this ought to fix it. Widgets need to belong to the Widgets collection. @LucioRossi @angavrilov @icappiello [rigify_fix_widgets.patch](https://archive.blender.org/developer/F7674843/rigify_fix_widgets.patch) BTW, who is maintaining Rigify here, these days, so I can cc to the right people? I couldn’t find the info.

The 2.8 porting, rigify api refactor and some crucial changes to blender code were done by @angavrilov so should probably better let him have a look at it.
