Token failures after opening blender while offline #72456

Using Blender 2.81a

Short description of error

Started Blender2.81a, just once, without an internet connection.
Immediately got Token Invalid errors (which makes sense. no internet, no way for Tokens to be received)
HOWEVER: BlenderKit (for example) is now PERMANENTLY broken.
Even shutting down and restarting, then making sure you DO have a stable internet connection does NOT fix the issue.
Uninstalling BlenderKit using Windows10 uninstall and re-installing doesn't work.
Uninstalling BlenderKit using Total Uninstaller and re-installing doesn't work.

Exact steps for others to reproduce the error

1-Start Blender using the default startup and Install BlenderKit, save preferences.
2-Test to see BlenderKit is functioning properly.
3-Close Blender.
4-Disconnect from the internet.
5-Start Blender and BOOM! you will get the expected Token Invalid errors.
6-Close Blender.
7-Reconnect to the internet and verify that you have a stable connection.
8-Start Blender and you will see that despite having a stable connection you STILL get Token Invalid errors.
You will also find that there is no way to fix the Token Invalid errors regardless of what you do.
From what I can tell simply starting Blender 2.81a without an internet connection PERMANENTLY cripples the ability for Tokens to work forevermore with no way to recover.

Based on the default startup or an attached .blend file (as simple as possible).
