Short description of error
The FBX export has no global scene animation on unchecked 'All Actions'.
Testet in Unity: says no animation data found.
Exact steps for others to reproduce the error

Changed status from 'Needs Triage' to: 'Confirmed'

So there is a bug somewhere there.
Added subscriber: @SergeyIvanov
the animation will export as one if you unchecked this box (nla strips)
