Material Library VX Insufficient rights to create new library #73744

Short description of error
When running Blender as a non-root user, I cannot create a new Material Library. This is probably because as non-root, I don't have write permission on the folder that contains the library blend-files. When running Blender with elevated privileges, it works just fine.

Exact steps for others to reproduce the error
Open Blender as a standard non-root user.
Go to the Materials Tab->Material Library VX
Click "New Library", choose a name, hit "Ok"

As non-root:
BlenderMaterialsLibBug1.gif

With "sudo blender":
BlenderMaterialsLibBug2.gif

My suggestion would be to store the library blend-files in ~/.config/blender
