Blender Version
Broken: 2.83 alpha
Short description of error
The solidify modifier is acting on mesh that is out of it's vertex group, which is very undesired.
Exact steps for others to reproduce the error
Open Blender
File>New>general
delete the cube
add a plane
enter edit mode.
while in edit mode, add another plane and move it 3 meters along the X axis.
select only one of the planes and assign it to a vertex group,
go to object mode and add a solidify modifier,
increase the modifier thickness to 1.
turn on Face Orientation overlay so you can see.
finally, assign the vertex group to the modifier.

Same issue as blender/documentation#74452 (Generative modifiers supporting vertexgroups [solidify, wireframe, ...] still act on vertices ouside the vertexgroup (zero weight just acts as a factor)), will merge these reports.
