[I have intel graphics card with open gl 4.0 but still not compatible with blender]

Cycles does not support rendering on Intel graphics cards regardless of the generation (it uses OpenCL and CUDA rather than OpenGL).

If this is about warnings displayed on start for Blender, installing the latest graphics driver may help:

Technically Intel HD Graphics 4000 is below Blender minimum requirements, but I believe it generally works when the latest drivers are installed.
