I'm personally unable to reproduce the issue you're talking about.

Are you able to test with Blender 2.83? https://www.blender.org/download

No I'm not able to test with Blender.
Go into object mode then click on the object you want to add a modifier to. Go to the modifier tool then click solidify. When I did this nothing happened and when I tried changing the thickness of the object I tried to solidify it affected the entire object instead of the selected area I intended to solidify.

When I did this nothing happened

By default, the solidify distance is quite small and you may not be able to notice it.

when I tried changing the thickness of the object I tried to solidify it affected the entire object instead of the selected area I intended to solidify.

Modifiers are designed to affect the entire object unless extra settings are changed such as restricting the modifier to a specific part of the mesh with vertex groups.

Ok thank you for the info. I will try adding the modifier again using your advise to see if anything changes.
