System Information
Operating system: Linux-5.7.7-200.fc32.x86_64-x86_64-with-glibc2.29 64 Bits
Graphics card: GeForce GTX 1060 6GB/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 440.100

Blender Version
Broken: version: 2.83.1, branch: unknown, commit date: 1970-01-01 00:00, hash: rBunknown (as shipped with Fedora 32)
Worked: version 2.80 (as shipped with Fedora 31)

Addon Information
Name: Dynamic Sky (1, 0, 6)
Author: Pratik Solanki

Short description of error
The Dynamic Sky addon now reports "The Dynamic World could not be found in the Worlds' Data" but appears to run.

Exact steps for others to reproduce the error
From the default startup, under Edit->Preferences disable "Lighting: Dynamic Sky" addon.
In Layout Mode, use z8 to change rendering to "rendered" and verify that the default cube looks normal
From the default startup, under Edit->Preferences enable "Lighting: Dynamic Sky" addon.
Use "n" to pull up menu and choose newly installed "Create" tab and note that "Dynamic sky" is listed
Expand twisty and observe a "Create" button and the error message "The Dynamic World could not be found in the Worlds' Data"
Hit "Create" button anyway and note that it now says "Please select the World named Dynamic_1 from the Properties > World"
Choose Dynamic_1
Do that and verify that the addon actually does appear to work.

These error messages did not appear under version 2.80 -- it just worked out of the box.
