Trying to create a curved test, checked the box for "Interface modifier tools" in preferences. tried to add a modifier for the text and it will not allow it; I get the error "Modifier disabled: skipping apply"

System Information
Operating system: Windows 10
Graphics card: none, onboard

Blender Version
Broken: 2.83
(example: 2.79b release)
(example: 2.80, edbf15d3c044, blender2.8, 2018-11-28, as found on the splash screen)

I’m a noob. User error. Still learning. I believe I was doing the tasks in the wrong order. After watching some videos I figured it out. Thanks for the quick response. This I a really good program.
