Short description of error
I selected the to/from objects and did a Copy of Selected Modifiers (Hair). It created an additional ParticleSettings.001 on the destination, but inspection of the settings showed Emitter instead of Hair, and switching to Hair I saw default settings for all aspects/parameters instead of the source Hair modifier.

Exact steps for others to reproduce the error

  • Create source object (Sphere)
  • Add Particle system, set to Hair
  • Adjust several aspects of hair to desired appearance
  • Create second object (Sphere)
  • multi-select first object (shift, select)
  • ctl-C for menu and select either Modifiers or Selected Modifiers
  • verify that Particle system modifier was indeed added to the second object, but is set to Emitter and not Hair
  • change Emitter to Hair in modifier and verify that default settings are applied, not the settings from the copied modifier
