Operating system: Windows-8.1-6.3.9600-SP0 64 Bits
Graphics card: NVIDIA GeForce GTX 660 Ti/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 472.12

Blender Version
Broken: version: 3.1.0 Alpha, branch: master, commit date: 2022-01-05 22:15, hash: blender/blender@1d9bac7d92

Perhaps it is bug of Grease pencil.

To reproduce. Open file.
untitled.blend
Draw 2 or more strokes
Press «Add surface» button
Go to object mode. Select GP object.
GP strokes still there, you can drag them, or scale.
Enter Draw mode. Or duplicate strokes. They disappear.

Expected: strokes should be cleared only after pressing «add new strokes» Right before i'll add new.
That will allow to reuse them, duplicate or so, even if I already made surface with them.

IMHO this is more an add-on issue.... no idea what is doing the add-on and what result is expected.
