The text should read
"... recently opened blend-files ..."

Open Recent Shift-Ctrl-O
Displays a list of recently saved blend-files to open.

I tested this out by copying a blend file in Windows Explorer, opening it, and then closing Blender without saving.
The copy, never "saved" in Blender, blend file shows up with Shift-Ctrl-O
