Upon checking Live, there is no option to view vertex colors in render or view port, and their appearance is inconsistent when using the tool and changing between vertex/face masking

I am not quite making sense of this report, you can view the vertex colors in the viewport simply by painting, they can be viewed in renders by using the Attribute Node.

I apologize, but there is neither info in the "Vertex Paint" page on that information, nor is there a valid "Attribute Node" on the "Render Properties," "Output Properties," "View Layers Properties," or "Scene Properties" in the appropriate tabs (as their should be as it is a basic visual option). nor is there an appropriate "Attribute Node" in geometry nodes, or Shader Nodes.

As in it is common for the vertex paint to not show at all while one is applying vertex paint, but especially when one changes between the "Point" and "Face" masks.

The Vertex Paint option is incredibly powerful for my own personal purposes, but does not seem to have been tested at all in blender 3.3; This is easily seen when simply comparing the documentation between 3.3 and 2.7.

Making core options more difficult to access makes your tool more difficult to use.

I am not able to reproduce this, if you think that you have found a reproducible bug please create a new report following these guidelines:
