I just cannot seem to locate 'Paint panel' and the 'Normal' option within it. Please tell me where?

Just for the future, you can add the project tag yourself. This slightly increases the speed of sorting reports.

The setting moved from the general paint panel to the Falloff settings of the brush.
It's called Normal Falloff.
