and it refers to the number of segments to display in render view:

Please correct the inconsistencies in both UI and documentation, the numbers and the terms used.

It seems to be removed by the new hair and its physics anyway.
Well, until it is removed, while it's published on the Internet at the documentation site, we have to ensure the correctness of what is produced.
Particles are a legacy feature so this is not something we will likely fix.
This feature has been replaced with the new curves sculpt mode and will be removed in a future version of Blender.
Either way this is an issue with Blender UI so future reports should be filed here:
