In this example, tried double click LMB on the intentionally moved viewer's title, nothing happened. Sorry forgot to include in the previous comment.
The change is visible with Viewer node's sidebar properties.
As you can see the tile center (X) is only visible when the viewer node is selected. I think you can feel the change when compositor is doing really heavy operation (Blur node with very high number for example) so you can actually see it's rendering the backdrop image tile by tile.
I think the documentation could add a link to Viewer Node page for clarity.

By the way, how do you record your screen monitor? I use the Camtasia 3 to record it.
In your video this is the tile center. It sets the starting point of tile rendering in compositor when tile order mode is
Center
. I think it doesn't have much use these days.(The Noder Wrangler operator is a bit unwieldy because the center mark is only visible when the viewer node is selected and it makes you click elsewhere to operate it.)
I use ShareX.
Thank you for answering, I though it's centering the viewer's background's rendered image. What is this Viewer’s Tile do you refer to, please? I still don't get what it is refering to.
