Short description of error
The manual states:

To use Knife Project, first in Object Mode select the objects to be cut, then switch to Edit Mode and select the cutting objects in the Outliner (Ctrl-LMB), and finally choose Mesh ‣ Knife Project.

As far as I can judge, this should be:

To use Knife Project, first in Object Mode select the objects to be cut, then switch to Edit Mode and select the cutting objects in the scene (Ctrl-LMB), and finally choose Mesh ‣ Knife Project.

Using Ctrl+LMB does not work in the Outliner because this changes the workspace to Object Mode. Use Shift+LMB instead. That however will select all other Meshes listed in the Outliner between the selected mesh (the cutter) and the mesh to be cutted.

Although mentioned in the manual, it could be more emphasized that meshes used for cutting must meet the condition of not being manifold. Meshes without volume will cut, but meshes with manifold volume will not. One graphical example might clarify this much more.

If the mode changes back to Object after selecting a cutter object, that means Edit->Lock Object Modes is disabled. I added a line telling users to enable it, or (as you suggested) select the object in the viewport instead.
