Short description of error
The line in question is highlighted in this image:

I have tested this 'Decimate' modifier with just a Cube, subdivided several times, and then put on the Decimate modifier, using 'Un-subdivide' option, at iteration 2 you started to see triangles mingled with quads, and I cannot say the geometry is 'even' though:

It seems, or are you confusing the requirements for the geometry before the modifier and the result after the modifier?
I means, without giving uneven geometry is requirements for users mesh. Your screenshots show modifier results.
