Short description of error
In the beginning of the article, it states that particle hair can be editted in particle edit mode after its baked. This does not seem to be working and never headr of this approach.
Entering particke edit mode renders the bake useless and the cache is cleared

In 2.79, you could edit the cache for particles/cloth/softbody (not hair though iirc).
Since 2.8, this is no longer possible, so yes, documentation is wrong here.
