Short description of error
Inconsistent scrolling; scrolling becomes slow and difficult

Exact steps for others to reproduce the error

Access a page on the documentation website, for example: https://docs.blender.org/manual/en/latest/animation/constraints/tracking/stretch_to.html
Scroll down and up. Notice the scroll speed slows to a crawl at certain parts of the page.
The navigation to the left is also scrolled.

Hi, thanks for the report. I think this is a bug in chrome. Also this has been reported recently on tracker: #91951 (Blender Manual difficulty scrolling)
