Regression? - Old keymaps aren't read properly #100265

Blender Version
Broken: bae2ce0695 (blender-3.3.0-beta+v33.bae2ce069516-linux.x86_64-release.tar.xz)
Worked: 177bc80748 (blender-3.3.0-beta+v33.177bc807480e-linux.x86_64-release.tar.xz)

Short description of error

When rotating an object, one can double-press R to rotate using a trackball.
This is however not possible in the broken version, even though they had the same keymap settings.
This also happens in other places, such as double-pressing G to slide an edge in edit mode.

Furthermore, it seems that in the working version, the trackball-rotation prompt does appear at the bottom:

...while in the broken version it does not (note the missing R prompt):

Exact steps for others to reproduce the error

I'm appending my current keymap settings exported from the working version:
keybind_blender_tablet.py

I have also recorded a short demo of the issue, where in the both parts I launch the approapriate version to test in factory startup, import my old keymap and attempt to select an object and rotate it using trackball by double-pressing R. In the first part you can see it working flawlessly and in the second, the object just spins around its axis relative to the view.
