System Information
Operating system: Windows-10-10.0.22000-SP0 64 Bits
Graphics card: NVIDIA GeForce RTX 2080 Ti/PCIe/SSE2 NVIDIA Corporation 4.5.0 NVIDIA 517.48

Blender Version
Broken: version: 3.3.0, branch: master, commit date: 2022-09-06 15:39, hash: 0759f671ce

Short description of error
artifacts when making a 2160x3840 video (vertical 4k) using the blender video sequencer mp4 container

Exact steps for others to reproduce the error
render a 2160x3840 image sequence then try making a 2160x3840 mp4 video out of it using the blender video sequencer

video result
0001-0050.mp4

blend file to create the render
bug 000.blend

blend file i use to create the video
Video editing2.blend

it seems like it's something to do with missing I-frames, I fixed the issue by setting keyframe intervals to 0 but that makes the file size quite large

Can you clarify what are the artifacts in this video? It seems to be consistent with the render.

The viewer you might be using might be automatically fixing it for you, here is what I see

i also see it when I play it locally with vlc or mpc

Chromium, MPV, and Blender all display it correctly on my side. Are you sure this isn't a decoding issue on your viewer? Maybe hardware acceleration issues? Does disabling that fixes the issue?

You are right it seems to be on my side, i turned off hardware acceleration in chrome and the embedded video played without issues, it might be a faulty gpu driver or my gpu is broken

Most likely a driver issues. Hardware acceleration is rather flaky.
