VSE: Hard cut does not cut correctly cut strip when speed factor is greater than 1 or differing framerates #101447

System Information
Operating system: Windows 11
Graphics card: RTX 3090

Blender Version
Broken: 3.30, 0759f671ce, 2022-09-06 15:39
Worked: N/A - Speed factor option not available before 3.30

When using hard cut in the VSE (Shift+K) on a strip that either has a speed factor other than 1.0 or where the strip is recorded at a different framerate to the output target, the hard cut will not behave as expected. For speeds greater than 1.0 the initial strip will not end at the cut, but will instead run longer, and the second half of the strip will not start at the cut point. The strips will overlap on the same channel. For speeds less than 1.0 there will only be the second half of the cut and the initial part of the strip will disappear.

If the source and target framerates do not match (e.g. output framerate of 30FPS, input strip of 60FPS) it will behave as if there is a speed factor equivalent to the framerate difference applied. (e.g. in the previous example, as if there is a speed factor of 2.0).

As a workaround it is possible to cut strips at 1.0 speed factor and then adjust speed factor on the cut strips afterwards.

Exact steps for others to reproduce the error

  • Start blender in VSE
  • Add movie (any video file)
  • Set speed factor on inserted strip to anything other than 1.0 under time settings on strip
  • Select point in strip and do hard cut (Shift+K). Expected result is 2 strips either side of cut totaling length of original strip. Observed result is erroneous.
