Grease Pencil: Active element transform pivot uses wrong gizmo location #101455

Short description of error
I assume that it's by design that when setting the Transform Pivot to "Active Element", that it will instead use the object origin instead.
Although inconsitent this seem suseful.

The bug I'm reporting though is that the transform and tool gizmos are not placed at the same location. The gizmo is instead using the Bounding Box pivot.
Instead these should both use the object origin.

Exact steps for others to reproduce the error

  • Add a grease pencil monkey primitive object
  • Enter edit mode
  • Set the Transform Pivot to "Active Element"
  • Select all with A
  • Make the Rotate Tool active
  • Use the rotation gizmo
