Short description of error
Every time when I switched to pose mode,
blender complains that Tool 'builtin_brush.Draw' not found for space 'VIEW_3D' in the info planel.

Exact steps for others to reproduce the error
Actually it is not this particular file, in every file when I create a armature and switch to pose mode it complains.

Can confirm in this particular file (but havent been able to repro from scratch).
For some (yet unknown) reason, the "wrong" tool ended up in workspace->tools (or at least the order changed in a way the "wrong" tool is found in WM_toolsystem_ref_find when in posemode.

Can you confirm it does not happen in this file?

I suspect you have this "error" in your startup file as well?
Does it also happen when you start off with Factory Defaults? Please try with File → Defaults → Load Factory Settings to see if you still can reproduce this issue.

I can confirm that there's no "error" notification when opening your file.
~~I want to know Load Factory Settings will overwrite my startup.blend file or not? I've done quite a lot of customization of the startup file, and I don't want to lose it.~~
I tried restoring default startup.blend, and the problem's gone.

Hi, As said in #98837, error seems to appear in pose mode because no tool is selected in toolbar.
Save paper bag rigging.blend file with any tool selected, it should solve the problem.
Also, Replace your startup file with the uploaded file and check whether it works.
