Short description of error
With a FPS change, VSE changes the duration of an audio clip but not the start frame and the clips become misaligned.
Exact steps for others to reproduce the error
Best seen with two clips starting at different frames. See images. In my example the audio clips are mono at 11025 Hz. (Seems video clips act the same way.)

I know there are several somewhat related reports re: VSE and FPS. Hope not a duplicate.

This is currently working as expected. There are strips with no duration in time, only in frames so conversion is not possible there. Say for example color strip has length of 10 frames at 60FPS, if you change fps to 27, it will be 4 frames long. Then change FPS back to 60, and it will be 9 frames long.
So to support such FPS conversions all strip lengths would have to be expressed in seconds natively. There can be solution where changing fps will mostly work done by operator though.
In both cases this is a feature request, but quite useful one.
