Local Camera doesn't allow animation of camera from excluded collection #103886

Broken: 3.4.1

Short description of error
Local Camera in N-panel not playing camera action, if this camera is in excluded collection. For comparison Cube is parented to rotating Empty from the same excluded collection and it is working fine.

Exact steps for others to reproduce the error

In default scene:

  • Give Camera an animation and put it in a new excluded collection
  • Select this Camera as Local Camera in N-panel
  • Remove Active Camera (or replace with another camera) from Scene Properties tab and play animation -> not working
  • Include collection back and play again -> working ok

In attached file:

  • Play animation with excluded/included New Collection

I can confirm the problem.
But one question remains: If the collection with the camera is "Excluded from View Layer" should the Camera View still work?
If I'm not mistaken, if an object is excluded from the View Layer, for the depsgraph it's as if the object doesn't exist.

In report #104002 I had a similar, probably related issue. I noticed that other problem happen when I disabled the collection, instead of excluding it.

When testing the current report, I can reproduce by just excluding the collection as well (hide_viewport at the collection level, or monitor icon). In this case, I’m pretty sure the depsgraph is supposed to be evaluated.
